Steward Manual

The Stewards are trusted members of the community who have some key responsibilities that serve the community and ensure that the funding process runs smoothly.The following lists key Steward responsibilities:

Admit new members

Stewards can invite new members to join via the "Invite Member" menu option. This creates a unique invitation "key" that can be used to join the community (this key can be revoked at any time by the Steward). Note that if this invitation is shared widely (e.g. on a webpage or at a meeting) then potentially many people can join using that link / QR code. Depending on how the community is set up this invitation key either allows the person straight in or put them in a request to join status. In the latter case the Stewards will need to agree to let them in (via the Members -> Requests menu).

Remove a member

Stewards can agree to remove a person from the community (via Member menu) if it is felt that a community member is consistently not following the Constitution. The Stewards should take all reasonable steps to talk with the person, and if necessary talking with the community, before removing.

Proposal Creation

Stewards take ideas that are popular (i.e. the ones with the most votes) and align with the constitution and convert them into proposals. In practice:

They should meet regularly to discuss new popular ideas.
Once they have agreed they should use the Steward controls (visible when they select an idea) to move an idea to "In Review".
One of the Stewards selects the idea (from "In Review") and creates a draft proposal. Note they should work with the creator of the idea to decide who should "own" it (i.e. get the money, complete and report). While it is being worked on it can be saved and will appear in the "Draft" section of the proposals tab (not visible to the community)
Once it is ready the Steward submits the proposal for approval by the other Stewards (depending on the number of Stewards required to authorise it), it will move into the "Pending" section of the proposals tab, still not visible to the community). Note that all the Stewards will notified
Once the required number of Stewards have approved the proposal it will move into the "Live" section and will become visible to the community (who can start voting on it).

Notes

It is recommended that Stewards keep between 3-5 proposals "Live" at any one time so that the community can effectively compare options.
After a period of weeks (defaults to 10 but can be adjusted) the Stewards will see an option to delete the proposal (they should consider deleting if appropriate).

Project Support

Once a proposal passes (and becomes a project) then Stewards have some further responsibilities to support the project owner, namely:

To make some limited changes to the project if the owner requests i.e. adjust costs (down unlimited, up to a pre-agreed amount - usually 15%) , cancel project, change owner or completion date). This is via Steward controls accessible by Stewards selecting the active project.
Once the project owner has completed the project (i.e. submitted the final report) the Steward must give final approval the the project is complete (e.g. enough information has been provide and check that the receipts image match the cost)
